New HUD Form 50066
HUD has issued new HUD Form 50066 to be used by public housing
residents and persons assisted under the Section 8 rental assistance
programs to certify that they are victims of domestic violence, dating
violence or stalking.
Under the provisions of the Violence Against Women Act (VAWA),
delivery of a written certification on a HUD-approved form is one method
by which a victim of domestic violence, dating violence, or stalking may
invoke the protections contained in VAWA against termination of tenancy
or rental assistance and certain other protections. HUD Form 50066 is
now available for this purpose; you may obtain a copy of the form from

Many housing agencies who have awaited the issuance of both this form
and implementing regulations by HUD, have yet to implement the
provisions of VAWA. However, agencies should be aware that the
provisions of the law, which was signed by President Bush in January
2006, are self-implementing. HUD regulations may not be available for
many months. Therefore, public housing agencies and Section 8 owners and
managers should not delay taking the measures necessary to implement
VAWA pending HUD's issuance of regulations.
