SUBJECT: Energy Audit Contractor Information
This memorandum is a follow-up to the email sent
13 Feb 2006, regarding the requirement of an
Energy Audit once every five years by Public
Housing Authorities (PHAs). As previously
advised, PHAs are required to competitively
solicit firms to complete their Energy Audits,
and this memo serves to provide you with some
assistance in this process. It is always
difficult to spend money on items that are not
broken so one of the intents of the Energy Audit
is to help you decide when it is time to replace
that old boiler, those old toilets, or any other
system which may be working fine, but
inefficiently.
Larger PHAs or consortiums (500 units or
greater) can hire an Energy Performance
Contractor (ESCO) to do a complete energy
savings assessment for you, implement the
results and arrange funding, but this is not
always cost effective for small PHAs. To
research this and search for Energy Audit
Contractors you should at least look at the ESCO
website :

Some Wisconsin utility companies offer free or
low cost Energy Audits for utility items such as
heat, air conditioning, lighting and water. It
is acceptable to utilize these services for part
of your audit, but be sure you get a complete
written report that covers the items noted in
the February 13th email. For those items not
covered by these audits, you will have to make
provisions for the additional work through a
separate audit, so be sure that the services
don’t overlap or omit any potential cost savings
for your PHA.
I hope this information helps when you do your
solicitation for an Energy Audit. Small energy
savings over time can pay big dividends, just
think what you were paying 5 or 10 years ago for
heat & lighting and how a small savings then
would be a large savings today.
